Facility Operations Specialist
About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W0JAAA US ARMY COUNTERINTELLIGENCE COMMAND. This position is located at the U.S. Army Counterintelligence Command HQ, Fort Meade , Maryland.
- Serves as the principal liaison between building tenants, senior leadership, and external engineering and contracting activities.
- Negotiates competing tenant requirements for space, services, and project timing to reach workable agreements.
- Responds to a wide variety of complaints arising from building age and condition and resolves requests for service.
- Establishes inspection standards, checklists, and surveillance schedules for the building operations and maintenance program.
- Develops multi-year building operations, preventive maintenance, and renovation plans for a complex of historic facilities.
- Analyzes recurring system failures in aging, historically significant structures and recommends engineered or capital solutions.
- Serves as the technical authority on building infrastructure, advising leadership on HVAC, electrical, and life safety upgrades.

You will receive credit for all qualifying experience, including volunteer experience. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Experience managing day-to-day operations of buildings and grounds, to include troubleshooting mechanical (HVAC), electrical, and structural malfunctions; developing space management and utilization plans, including maintenance of space assignment records; conducting quality assurance inspections of maintenance, equipment installation, custodial, and grounds work; AND coordinating facility support with the Corps of Engineers, contracting activities, Public Works, and other service providers. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS/GG-11).
