Human Capital Analyst (IBC)
This position is part of the Interior Business Center (IBC), Office of the Director (OD), Enterprise Management, Human Capital Strategy Office. This position serves as the Human Capital Analyst for the Human Capital Strategy Office. The incumbent will be responsible for providing support for various human capital functions, such as HR analytics, work-life programs, awards and recognition, and training and development.
HC Policy and Procedure Implementation: Interprets federal, OPM and DOI human capital policies, guidance, and regulatory requirements, translating into updated processes, tools, and operational workflows, ensuring alignment with OPM and DOI level mandates. HR Analytics and Evaluation: Uses human resources information systems (e.g., FPPS, Datamart) to extract and analyze enterprise workforce data, identify issues and trends, and provide actionable recommendations and reports to senior leaders to support effective human capital management. Employee Engagement: Administers and evaluates IBC's Awards and Recognition Program. Conducts high-level projects and special studies requested by the Chief of Human Capital Strategy. Develops human capital-related communications for enterprise distribution. Human Capital Program Management: Plans and administers human capital related training, development and work/life programs to ensure alignment with human capital priorities, overseeing program planning, delivery, and continuous improvement.

At the GS-14 level, you must meet the following qualification: One year of specialized experience equivalent to at least the GS-13 level in the Federal Service. Specialized Experience is defined as experience that is in or directly related to the line of work of this position and has equipped you with the knowledge and competencies to successfully perform the duties of this position. More specifically, this requirement involves ALL of the following: 1. Using human resources information systems (e.g., Datamart) to extract and analyze workforce data, identify issues and trends, and provide actionable recommendations to senior leaders to support effective human capital management. 2. Planning, administering and evaluating human capital related training and development programs. 3. Administering enterprise employee awards and recognition programs from nomination collection through winner selection. Only experience and education obtained by the closing date of this announcement will be considered. TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
