Supervisory Program Analyst
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serve as command expert and senior staff officer for all programming and manpower requirements, and cost analysis for the Comptroller in support of the Commander, U.S.European Command (CDR, USEUCOM) and other senior leadership at the unified command Headquarters.
- Ensure that HQ USEUCOM programs are executed in accordance with Congressional, Joint Staff, DoD, DFAS and/or EUCOM guidance.
- Provide the comptroller with guidance and/or recommendations regarding the execution of the president’s budget.
- Provide leadership with alternatives and/or recommendations pertaining to HQ USEUCOM program and resource priorities or strategies.
- Provide professional advice in the interpretation of laws and statutes, functional areas of system development, systems analysis, and/or operations as it relates to the various programs.
- Provide recommendations regarding programmatic policies and planning actions to HQ USEUCOM senior leaders.
- Lead Comptroller staff coordination of relevant issues with HQ USEUCOM staff during the subsequent DoD and/or joint staff program budget review.
- Perform expert level analysis of HQ USEUCOM resource requirements to include civilian manpower costs, contract costs, TDY, and/or other HQ support costs.
- Monitor budget execution of all HQ funded programs.

Specialized Experience: One year of specialized experience which includes:(1) Analyzing an organization's financial resource requirements for funding and manpower; (2) Evaluating the content of new or modified legislation for projected impact upon the agency's financial resources; and (3) Developing resource (staffing and funding) guidance for subordinate activities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
